Of course, cardboard boxes and wadded up paper are the best...but also essential are:

Towers!  Cats safe places are up high, and they can relax at the top of the cat trees, feeling at home and comfortable, away from dogs, toddlers...and potential annoyances. There should be one in every room! And carpeted ones, as the fleece is kind of cheesy, and hard to clean.

Tunnels! the more the better, with holes in the sides. Eons of fun here. 

Balls in the circle! Either the layered ones or the ones with scratchers in the centers. Lots of these, please.

Cat Dancers! the genius toy...bits of twisted cardboard on a wire. You can hold the wire, or get the ones (get both actually) which stick to the wall...I think cats love these so much because they mimic the movements of prey animals.

There are lots of others...here's Bunny in one of her favorites.  You can't see the bouncing ball on top of the coil.
